In today's episode, Westersloe Winterbough V, the Master of Elfhame, makes his way to an area just outside the Empire where the Mephitists have been invited in to give relief. Of course, it does appear that the natives of the area have their own ideas as to how supplies should be distributed.

The brackets are an indication that it's something being said in Elfhamian, and we've seen a fair number of times various bucks using expressions to indicate the time of day with similar expressions.
"[In morning at death's door]" would be probably the rough equivalent of 11.45; it will soon be followed by "[In afternoon in joyous birth, greeting and peace]."
