Zachary: I'm supposed to be the biggest controversy in American history because I was the one who started the Second American Civil War, also known as The American Uprising to some people or The American Insurgency. I was the one who blew up the US Capitol Building where Congress is at, took over the White House, robbed the US Federal Reserves for my agenda, things that you would never ever do. That's not even mentioning horrible things like assigning people who volunteered to be suicide bombers to blow themselves up in Westboro Baptist Church in Topeka and killed a great number of people there alone in my reign before the others. The historians said that most of the casualties that took place in the Second American Civil War took place in Topeka in Westboro Baptist Church due to the victims who died there and the lives sacrificed by suicide bombers there. I pushed for reforms at the cost of some of my own people; something you would never do. And besides, I'm the only ex-dictator who would join his own country's military because when the US Army sent a recruiting officer to me when I was in prison, they offered me an opportunity in the Corps of Engineers and said that they would pardon my crimes if they let me take the chance and so I did and here I am. Plus, I'm very ruthless too.
Star: Second biggest controversy in America would have to be the S4 Corporation because of our green agenda as well as our tendencies to get a monopolize in things even though our agenda is good for humanity. We see a problem, we will solve it and no questions will be asked. And if we upset businesses like the oil companies, so what? They can make more high-quality plastics instead! Some of our products even upsets our competitors but if they support capitalism, then they must accept the fact that there will always be someone who will try to one-up against them. Our Open Box system drove AT&T mad and they can't do anything. If they sue us, we'll win in court and we'll be collecting their money because we not only have lawyers but also the people backing us up because we do the right things and no one can question about it!
Soil: In the end, in every cases that we attended after our competitors sued us, we always win because in the end, our competitors want money and the judges know very well that in capitalism, companies will wage their business wars against each other. Not to mention, our lawyers back us up in court saying that what we do in the end only benefits humanity and therefore, there is nothing wrong with what we do.
Sea: Then who's American controversy three since number one is Zachary, two is S4, what's three?
Sky: Cpt. McNabb from the IRA in charge of his IRA operations and parades in America. Cpt. McNabb exercises the First Amendment to preach his agenda to Irish American communities and explaining to them of the actual country of Ireland where they originated from and why knowing about Ireland as Irish Americans is important to them. He wants support from the Irish American community so its easier to reunify Ireland into a single nation with the IRA in charge and its new capital in Athlone. Ideally, its great because the idea itself seems like it will organize the reunited Irish government more and bring peace to all of Ireland but in reality, there are some problems. One of them is the fact that St. Patrick himself was actually from Great Britain thus reinforcing British arguments that Northern Ireland should be part of the UK. Even that though, the IRA will keep insisting that Ireland should be one. And here's where it gets interesting; the IRA has made comparisons of other British colonies saying stuff like that America was founded by British colonists who defected from the Empire thus reinforcing their reasons to use violence to force Northern Ireland to be part of Ireland again. The Troubles will keep going as long as Northern Ireland is part of the UK and McNabb will continue to rally support for his operations in reunifying Ireland even though, we all know that by doing so, the IRA will be in charge and Ireland would collapse into a dictatorship or some form of authoritarian government despite their good intents.
Zachary: Stuff like that is why Ireland has more foreign soldiers stationed there than any other country because of the ongoing terrorism from the IRA there. I like their ideas but at the same time, I'm concerned about the human rights situations after they achieve their goals. I know they're going to want to do censorship first, then they'll be restructuring their educational system to force the Irish to support the IRA which is a concern, and there will be state-enforced night curfews on all citizens there. Then the bigger concern is freedom of speech and everywhere you go, there are defectors so there might be people in Northern Ireland defecting from the IRA and that would mean trouble for them. Pretty much, a reunited Ireland under the IRA means an Irish police state.
Chinggis/Chuck: Speaking of defectors, we used to have a lot of foreign defectors hiding in my country of Mongolia. When North Korea used to exist, we have a lot of defectors from that country living with us because of the obvious dangers of their dictatorship at the time. Then at one point, North Korean government officials accused us for harboring defectors and sending spies to that country to enable the defectors in escaping and we were surprised because we never did that nor did we have proof of that. When their accusations got out of control, China told them to put a cork in it and leave Mongolia alone. Luckily, North Korea collapsed which eventually led to the Korean reunification into what is now the Republic of Korea again. But anyways, compared to what Zachary and S4 did, Cripto is far from controversy in my views.

Then the darkness would rule with heartless he commands, and ultimately there would only be him and his robots. In the end, he was just trying to stir up trouble, and the latest reason would be the fact my interview aired on the BBC, and I got Barney the Dinosaur banned into Room 101. The part where the heckler interrupted? That got edited out, but it stayed in if you watch the longer uncut version, since the Brits always seem to do that.

He's stupid because he does the same thing over and over again but expects different results every time. He's lethal because he's got the weapons to destroy the world's population and replace everybody with robots. But his stupidity trumps every time, and his technology often backfires on him. And get this; show him an image of the American flag, and he'll have night terrors for weeks. No other flag can do this. It's led people to want the G-52s to shut down for unacceptable propaganda, but there's no propaganda involved. Instead, it's a measure of safety and protection.

Took the words straight out of my mouth there since I was just about to tell him the same exact thing. I thought Zachary's ego was big because he pushed for progress in America during his reign and has proven leadership skills despite his monstrous ego but it seems the G-52s have way bigger egos than Zachary.
The challenge will be for me to think of new villains that don't act like Bendraqi.
Chuong created the F5 Terror Force to give me an example, although one of them (Icebreaker) changed sides and ultimately became a G-52 himself. Bendraqi's not dead, however; he must live to suffer the consequences of his actions.

It's really not any different than creating hero characters. What separates a hero from a villain are their motives and reason for their actions. The most interesting villains are those who don't have the "destroy/rule the world" trope.
And as a tidbit: Alcatraz Island has not been used as a prison since 1963 so I don't know why you keep sending Bendraqi there. Riker's Island in New York would be much better prison.

The Baltic Bad Boys are lethal and intelligent but don't need WMDs or huge weaponry to accomplish their goals. All they have to do is disguise themselves, infiltrate an area, and depending what their clients paid them to do because they're hitmen (and hitwoman if you count Hitvixen), they can assassinate certain people to obtain info from them or stick a bomb in a targeted area and flee and no one will know who put the bomb there. Sure there's cameras but they can infiltrate a security room to disable them or use black spray paint cans to cover then. Hence the Baltic Bad Boys are able to flee most crimes using intelligence and their wits only as well as to make sure they leave no evidence behind.
That's the way Bendraqi should have been doing it; that's for sure. But the sad truth is that he may abandon the robot idea in the near future, as an FYI, and just create a huge bomb powerful enough to blow up the world and end all life as we know it. Of course, everybody would flee to Eterna and wait for Eraquis to work again if he so chooses.
That still falls under the "destroy the world" trope according to
zephyrhero. He said you need a villain whose agenda is neither destroying or ruling the world. That will make your stories and RPs way more interesting. For example, the Transnistrian Troublesome Triad (T3) wants to open black market gun stores around the world to sell and arm every adult on Earth with guns and ammo. To do that, they must build underground gun plants first to manufacute guns and ammo for sale to the black market. They are taking advantage of societies' paranoia by selling people guns into thinking they will be able to protect themselves. However, they also contribute to ongoing terrorism conflicts like The Troubles in Ireland but they don't care since they make money from selling guns and that's all that matters. In the end, they are only contributing to more reasons why most countries continue to enforce gun control laws along with parts of America doing that.

Or step it up a notch by having villains who are stronger in something more than your heroes. For example, the Baltic Bad Boys can even evade spec ops soldiers which includes the UN1024s. It's also more effective for them to flee from the UN1024s in crowded urban areas. That way, the UN1024s will be challenged to find the culprit and people love challenges. The harder the challenge, the greater the rewards, and the better the story.
