Well, war is still ongoing, albeit with a ceasefire that is breaking down. So empire could hang onto him. Or return him based on some protocol in the ceasefire agreement. Depends on whatever political will at higher levels is applied to his situation.
His value as an intelligence source is marginal. He's a Sargent - pilot. He would not be involved in any sort of high level planning, and his technical knowledge is mainly about older aircraft that are probably already well known to the bunnies.
His value to the bunnies, or negative value, depends on which faction. The specials would want him to keep up the myth of 'nobody escapes us for long' and to suppress certain knowledge of their misbehavior from leaving the empire. His value to the supporters of the emperor is as a symbol and a victim and witness who can't easily be intimidated by the specials. Thus can be used as a symbol in propaganda, and a witness in judicial proceedings to produce a verdict unfavorable to the specials. Or just be ignored as irrelevant once the emperor's plan unfolds.
Should Steve continue up the story, there is much action to be had, but our hero's are now pretty much pawns in the action. I do want to find out what happens next.
