Reijo's dead brother came back to life thanks to Dr. Hueveza's science and futuristic technology. Dr. Hueveza programmed him to destroy Reijo after the mad scientist claimed that Reijo left him for dead during the mission to destroy his right hand mand, Mr. Deadfoot (but, that's not true as Reijo's brother ordered his team to leave now). Fueled with rage and hatred, Roegro has one mission: to kill Reijo!

And according to the dossier, Reijo's brother's real name is Reiji Kusanagi and he is the oldest of the triplets.
