This is Cirus. :)
He is my OC from the game Exalted. An Infernal to be exact, if you are wondering. Basically is a human that has been fused with a first circle demon to be super powered up. Cirus happened to be fused with a Cloud Arsenal. Aka a cloud with swords coming out of it.
So the result was his hair becoming like a Cirus cloud.
