That might actually be easier than you think.
>Window Tab, select Timeline.
>Create frames from layers.
You're going to want to replicate a merged layer, since it takes the frames from each individual layer, and then manipulate what changes you want and order then appropriately.
What I usually do is group everything into one group and then make multiple copies of that group. I keep one group unmerged as my control in the event I fuck something up really bad, and then I merge one group into a layer as the base. Above that (in the next group), I make whatever slight adjustments or motions, etc, I want and then merge that group into a layer, move on to the next group. Since I typically only do simple animations with only a few frames, it goes pretty quick.
For smoother gifs, I'll select all of my frames, copy them and then reverse the order of the second set of frames so it loops a bit smoother. These are just my ways of doing things, from what I've learned from online tutorials, so there might be a simpler way.
