Answer:
Ezekiel, Jay, DD (Trip and May's illegitimate father), and Jessie (but not her twin brother, Jessie) are the main ones able to use telekinesis, and without need of power to fuel it.

Jessie's the only one who can't fly with her telekinesis because it's weak.

DD's ability to move things with his mind is also limited, but at least he can fly, although not as fast as Jay or Ezekiel.

Jay's second best between him and Ezekiel, only because he's never trained his mind power to lift extremely heavy things like Ezekiel does, and he weighs over 9 tons.

Ezekiel is the best of the four, only cause he's weighs like an elephant, and he's lazy. He won't even walk on his feet.
