To unlock The 3 Mythical Beast in Pokemon ORAS, Entei , Suicune, and Raikou, you need Lugia or Ho-oh in your party.
To get Lugia and Ho-oh, go to the Sea Mauville via Eon Flute or Surf. When you're inside , use Dive and reach BF2 and collect the scanner.
After getting the Scanner, go to Stateport City and talk to Captain Stern and he'll exchange the scanner for a Clear Bell (Omega Ruby) or Tidal Bell (Alpha Sapphire).
Go back to Sea Mauville and check the uppermost part of the ship for Ho-oh in OR and the back in the Basement in AS for Lugi
Once you get Lugia or Ho-oh in your party, use Eon Flute and scan the area near Rustboro to find the Trackless Forest. After that, you can encounter The 3 Mythical Dogs.
This will only be available once you captured or defeated Groudon or Kyogre.
