Heather Beech was never the most outgoing sort and was often referred to as the 'ice queen' or the 'cold fish' even before the accident that altered her body chemistry. The change, triggered by exposure to industrial refridgerant and a combination of other undetermined chemicals, gave her the "ability" to alter the kinetic motion of the atoms at a certain distance from her, presumably down to absolute zero. With such a sudden manifestation of her powers, Heather had no idea what was happening to her much less how to control it and soon had a run in with Dragon Lady. Having gotten more than just a cold shoulder in that encounter, D.L. brings in Doctor York who manages to get around the terrified fish's powers to offer Heather some much needed help.
