After inking this I realize it looks like shit. The perspective is absolutely retarded. The guy looks like he is a giant in a city of dwarfs.
I like how the guy came out and the background too... they just looks like shit together. Any ideas how to fix this horrible mess?

You can leave it alone, as a 'surreal' or 'primitive-style' artwork. It is like two images collaged together. You did magic. I saw the perspective problem, only after you wrote about it here.
If you want to physically reset the two images, in a graphics program you can scan & copy it into two separate images. Each image, you carefully remove the parts of the other image, and fill in the cityscape in the blank spaces in the 'background' image. If you want to use them together, set up another new (large) image, decide on a horizon line, and put in the background and then move the foreground around where you want it.
You can do the same with low-tech: Xerox copies of the full pages, plus about 3 reduced sizes of each. Cut out the foreground parts and copy each half as a separate xerox. Fill in the background as needed. Decide on a horizon line for each image. Collage the two together (lining up the horizon lines) and xerox or scan.
