So basically, the way it works is, you give him a reference of, say, an adoptable, a written description, or a character you want to do something different with. Give him a couple ideas of where you want to go (personality, job, hobbies, anything really), and then he comes up with something.

Input: Take this character, http://www.furaffinity.net/view/13698089/, now give her a brother. Big bulky blacksmith, taped chest, has kind of a rough life but is happy with where he is.

How much is the multiple character discount? Say, for two characters interpreted at once for the $25 price?

It varies depending on the total price and complexity of the commission. But usually the discount is increments of 5's
