Today the Hermann's Tortoise is known as Doctor Pavel Kirillovsky or in America Paul Kilwolski an old man, yet brilliant geneticist, neurosurgeon, cryogenicist, and a founding researcher into nanite biology and ecology. (I.E. making nano-machines that act like living organisms.)
But at one time he was a member of the Third Reich, Oberführer to the SS-Medical Corps and his real name is Paul Kirchner. The doctor worked in the Action T4 program, using it to mask his research into how living beings...live and die.
When all of that went to hell in a hand basket he defected to the Soviet Union to keep his neck out of the Nuremberg trials, and then when the Soviet Union clamped down on his research into life and death, he defected to China, then Great Britain through Hong Kong, and eventually wormed his way to the United States.
It was there he'd come in contact with his holy grail, on a fateful night in 1947, in Roswell, New Mexico.
Now the Dr. may truly be immortal, he has created life from nothing but the bare building blocks, bypassing the need for 'mothers' and 'fathers', and perfected Project Problem Solver nanite virus to end life. But if that's not enough...well he has a plan for that too...

Oh he was highly sought after but Operation Osoaviakhim got to him with promises of less restrictions on his research. But when even the Soviet Union wouldn't let him have his more...unethical projects, he jumped ship to China, then Britain, and then left for the United States. His loyalty is generally to the highest bidder and the one that gives him the longest leash, or none at all.
