Why does nobody ever test these artifacts before displaying them?

Because it's not a good idea to go around touching old stuff too much. And who believes in any legends with the items anyways? =P

As for legends being true . . . a lot of times the true workings of the artifacts are either lost to the ages or never properly translated from the histories. Say if it only worked under some extremely specific sercumstances that only come along every few decades to centuries . . . if it's lucky.

And don't get me started on the major RL representative of that fact . . .
