If you have Windows 7 Professional, you can install "XP Mode" on it, then install WinSP into the XP virtual machine it creates and run it from there
If you don't have Win7 Pro, you could also install VirtualBox, then install MSDOS and Windows 3.1 into the VirtualBox VM, and run WinSP from there...
... if you really, really want to, that is.
