My idea for this is that there is indeed frozen food around - it's just that every freezer is already 100% full because the freighters didn't come in time to empty them due to piracy and other factors, and since this scene is kinda part of a post-apocalyptic world setting about the scattered remnants of a space-faring empire, there was no spare transport capacity available either.
So, the duo was tasked to deal with the overflow since it cannot be sent anywhere before it spoils, and they decided to interpret that in their own way. :P
