I most certainly never trust that wheel game. It's way too controlled by the computer. Sadly, most of those ticket games are rigged to insure that high payouts are rare. When people film these types of games in motion, the results are often uncovered.
Interestingly enough, people that film that 'Who wants to be a millionaire' game can review that intro shuffling of the cases and determine...the game's not cheating. It's just insanely hard for the human eye to follow the winning case.
Another game of chance that I do recommend hunting down is this one with a large wheel and six or so rubber balls. The point is to land all the balls into these circle lit peg regions to score the jackpot. I've won so many big prizes with just $20's invested into that game.
Also, there's this prize giving game where you pull a plunger and make this ball go up a track that has a bend about a third of the way up. Point is to land the ball in this red lit zone that is randomly chosen along the path. That one is all skill and no cheat. Granted, the prizes tend to be 'meh'.
And yet another one that I've only seen one machine of (so it's super hard to find in the wild) uses a throttle control to drive a train around on a track. The cargo car carries a big, rubber ball and you must throttle the train through a ton of physical threats. Get your cargo to the depot and win a prize. Hard, but legit. (Unlike Stackers that will intentionally skip lights or not stop on time when the button is pressed. Videos prove that game cheats, ruthlessly.)
A favorite of mine just appeared on the scene. Takes the original Pac-Man and morphs it into a hybrid arcade/ticket game. Got to complete one board and get Pac into the home as a random figure flashes for ticket amount. Tough as you get one life. But, more fun then most of those ticket machines, out there.
Of course, I choose to favor Millionaire's sequel, Wheel of Fortune. I know it cheats, too. Because there's no way I could keep landing on that sliver slot that's worth so many tickets.

I think the most rigged games are the crane games that have very expensive prizes inside like an iPad or those cell phones. It's like a 1 in 1000 shot at getting it. It's very rare to to get an expensive prize for such a low price. Another rigged games i can think of is that Wheel Deal game where you try to get the coin onto the spot on the wheel to win some tickets. Sometimes the coin is fully on the spot but no tickets come out. And the other one would be the dump truck game (Big Rig Truckin' or Big Haul) that dumps a ton of tokens when you hit the flag. The flag is pulled down all the way but the truck doesn't dump them.
I like Deal or No Deal arcade game trying to guess which case has the lowest cost so the bank offer goes up. The only thing I don't like is when the people behind me shouting which case to open. It's like come on go away I found this game first. Come back later.

The regular ones are slow and very bouncy plus more tickets. The bigger ones are much faster and probably less tickets. But still it's a lot of fun.
My most fun games would be the ones that are easy, slow, it cheats for you in your favor (free play if you're lucky too) and put out a ton of tickets. The hard games just aren't as fun or challenging after a few tries. But be careful though those games can be quite addicting. hehe

Those crane games can be the worst. After all, thanks to a particular arcade/museum in Las Vegas, I know what the cranes of old are like. All mechanical and you are in charge. The modern ones all have devious sensors and regulate the charge going into the claw's grip.

Another couple of my favorites are hard to find, as they're rather old. One's this little ball roller game. Just you, a blue rubber ball and the table. Let the ball roll slowly down this slanted field and land the ball into a marked slot. Point is to score lots of points or very few. Doesn't have the best payout. But, the game is fair, slow paced and super cheap. So old, it would never know if you stuck a broom handle down the field to insure the ball always went where you want it to. (Just don't let the operator catch you doing it.) And, I've only seen this other machine in one place. Replicates an old carnival game called Ring Toss. In it, you get a dozen or so plastic rings and try to toss them around these permanently placed 'Coke' bottles. Hard, but fun. Game's totally skill based and the only cheating it does is due to sensor error. Must be one complex set of sensors to tell where rings are at and human hands aren't.

I'm also highly hesitant to think how much those prizes cost, wholesale. Many are made specifically for the cranes and I know that some are so insanely cheap that the construction is downright scary. It sometimes pays to seek out the odd spots where cranes may reside. Where crane owners might be going to Toys'R'Us over some China supply line.
Not sure. Though, I suspect that many cranes/prize machines have a central operator that spans a really wide range. After all, I've seen these cranes all over the place (like across state borders) that have similar prizes, including these dolphin plush with wrapped bills on them. Like $20's, $50's and $100's. A very sneaky targeting prop, as those round tubes are really hard to grasp in the three pronged claws. In fact, I fail to see how that gets around being a form of gambling.
Round balls are usually the easiest. The design just works great with the claw shape.
