Ooh, I'll probably pre-order it. Just because I'm eager to have it XD
I tend to pre-order a lot. You can get some pretty sweet deals. I pre-ordered Assassin's Creed Unity - and I can't even play it yet, as I haven't upgraded to 64-bit yet (which is also keeping me from playing my purchased Far Cry 4 and Wolfenstein the New Order, but those were christmas gifts.) I am so lazy, Windows 8 64-bit is only $40. But I got AC Chronicles China for free. I also pre-ordered AC 4 and got all the DLC for free.
My dad got the Founders Elite Edition of Galactic Civilizations 3 for $100 (normal game edition is now $50). He's had early access since Alpha release last year (full game became available for regular purchase only like last month) so he already has over 1,000 hours of gameplay on it. He also is getting every single DLC and expansion pack they ever make for GalCiv 3 for free, and he got to name one of the stars (the default names the game gives them).
Though sometimes it is cheaper to wait a while. I got Fallout New Vegas when it came out and bought the DLCs full price as they came out, probaly totaling at least $100 over the years. Last year, my dad found New Vegas Ultimate edition on sale on Steam and got New Vegas with all of the DLC for only $5 >.>

Well it would be just as effective for VATS. I'm not even sure how you would use the Pipboy for VATS anway. Do you look at the screen and randomly aim until the body part lines up? How do you even see the screen? I mean, they always show it on the left arm and the guns as right-handed, and generally when you hold a rifle your left hand is holding the underside of the rifle, meaning that the pipboy screen would be facing away from you. Not to mention anything with a scope.
Also, just personal opinion, but I think it's dumb that in Fallout 3 and New Vegas you can't VATS specific body parts with melee weapons. You could totally do that in Fallout 1, 2, and Tactics. But then again, in those games, you couldn't aim at their weapon, but you could aim at their eyes or their groin. You could literally target a guy's groin with a sledgehammer.

True, but I don't think it would've been too much extra coding to apply the feature to melee weapons. But then again, there was a lot of stuff they left out on Fallout 3. Apparently they were going to have Floaters from Fallout 1 / 2, and the Mirelurk kings were going to use primitive spears and weighted nets.
I know Fallout 1 was supposed to have a community of mutated, intelligent, bipedal raccoons, located just above the Glow. Apparently, they left in a mention of the escaped test-subject raccoons in a holodisk. Probably where they got the inspiration for the talking Deathclaws in Fallout 2.
Do you think they'll have a talking deathclaw companion in Fallout 4? They seem to be bringing in stuff from the older games. I know they brought Marcus from Fallout 2 back in New Vegas, and Fallout 3 has Harold from the first two games. I've also heard that Joshua Graham was actually based off of a character that was supposed to be in the cancelled Van Buren game

Maybe. I know New Vegas had a mod for it. I'm hoping they take inspiration from the many mods made for their games. I know they can't scour all of them, but there were some immensely popular mods that were very well known, like that huge New Vegas mod "Project Navarro." It added sprint (which didn't work while overloaded, even in god mode), helmet POV in first person that changed based on the item condition (like sunglasses when from a few specks and smears to like cracks and chips), grenade/mine/triggered explosives/throwing-weapons hotkeys (one to use, one to cycle through the types, one to swap to a different type), advanced vision modes, like Night vision, Infrared, heat vision, electromagnetic or something (not sure exactly what that is, but it highlights living things), that certain armors had (pre-war riot gear from Lonesome Road had all of them) and they used energy cells on certain ones (Power Armor had free night vision) and there were implants you could get, like feet implants to soften your steps, a lung implant for water breathing, or an ocular implant to get the advanced visions. You could also customize the mechanics of the game, like the how it configured carry weight and health and movement, or the amount of damage limbs took. You could even blow locks off things with explosives (with an added option to risk breaking the items in containers), which was actually a feature in Fallout 2.
