Important: In case anyone's wondering, this is just a 'realistic' impression of what a superhero passport might look like in Super Collie's world. Some parts usually present in a genuine passport are deliberately omitted or altered, all the info is gibberish, and the only genuine bit is the top page with the Governor-General's message 'cause it looks cool.
Plus, I'm pretty sure no-one in the real world looks like the photo :)

Actually, producing the passports for superheroes would be the same as for regular ones, i.e. they are produced by the country that issues them. The UN Superheroes Bureau would set out parameters for the additional super-related info to be included in the "Hero" type passport, like (for example) Super Collie's UN registration code.
The "Hero" type passport would be similar in function to a real-life Diplomatic passport, but only issuable to registered superheroes. In other words, Lady Liberty wouldn't be eligible for one, though she could still travel on a regular passport under her secret identity.
