She has a NZ/Aussie accent with sort of a flat tone, though not monotone. I imagined it after hearing the "Melissa" character in Fallout NV talk. If you have the game she's at the encampment on the back ridge of Quarry Junction where you do some Great Khan quests. I'd link a video but everyone insists on doing Let's Plays while TALKING over the game.
