In the program I work with, there's a tool called "Tone." Tone will give you, well, comic book tones to work with. |D The set-distance patterns of dots you see. It's basically like a very controlled MS Paint spray-can tool. You can set how widely or narrowly spaced apart they are by adjusting opacity.
