This is Ba’al, King of Dis.
He is sitting atop the Yggdrassa, the Tree of Everlasting Youth.
The tree provides his people shelter, as well as a drinkable sap that grants prolonged life and a youthful appearance.
The kingdom of Dis is in a part of the Blood Woods, a forest grown from the blood of Ygernu, a deity among those who practice hemomancy or who are related to dragons.
Yggdrassa was Ygernu’s last gift upon her kin, before she sealed a blood pact with the Narfir elves and was felled in battle.
Direct descendants of The First Ones (those who made the pact with Ygernu) are who make up the royal line in Dis. All of them can take on a true form, which is a large dragon.
Beneath Yggdrassa is a downward spiraling colony, where all Narfir have come to call home.
