Astute observation!
There are little things throughout the series that are like that. I smoothed out some things for the sake of evolutionary consistency (example: why give this stage 2 more arms when they just go away again? Fearow has some extra coloration, Raichu has red cheeks, etc...) because I'm weird like that.
