The philosophy behind steampunk is that the working parts of a thing dont need covering up, because they are beautiful by themselves; the function is the aesthetic.
I believe that steampunk clothes started having stuff like gears on them was because in these worlds, people would reuse and recycle stuff that was around, like old machinery.
