If you ask yourself, yes, it is inspired by Rome II ;)
Carthage was one of the most powerful enemies of Rome ... but since Rome has this unit, it is impossible to lose any war xD

I don't know exactly, but I'd go by this principal, the heavily armoured infantry can take more punishment from range then medium or light and always, always, keep them facing straight toward the ranged attackers, as that was the individual soldiers can protect themselves better.
There is also the whole faction thing, where romans can set up Testudo whitch makes the unit almost invonarable to archers and greek Hoplites can make a Hoplite Phalanx, that can tank ranged, as long as they are directly facing them.
Also, I gues being a giant tiger is a category on it's own, can't imagine arrows and spears being much more then mosquito bites...

I didn't know that hotlines could tank ranged. But I knew that the testudo formation was good to tank that. Does that mean that every unit who has a shieldwall ability can defend themselves against arrows?
And yes, Mr Tiger will not really be hurt by the arrows, but the pikes though... since he is bare feet ... :/
