This is Sin Calaveras, or Calavera for short. Calavera is a death reaper of sorts, she tends to the dead, but instead of being the one who guides them, or actually takes their life, Calavera brings skulls, pieces of skulls, or tokens form the living to the dead. This allows the dead to live on as memories of their loved ones. However, she also watches over those who have no one to remember them, and will go on long searches trying to find pieces for them to be remembered by.

She herself has no skull, and there in, has technically been forgotten; in this way, she can sympathize with the forgotten, and have more of a drive to find them what they are missing.
