I'd say try and make the very outside where the hole is completely black, or close to it. Darker, at least, so that the eye will be drawn through it towards the more interesting and detailed lighter area.

I can't guarentee that's necessarily the best way, but it seems to work just fine in the movies and such, where the thing or guy gets shot and it's looking through the round-ish hole in wherever at the character who did the shooting, and because everything is black that isn't through the hole, that's where the eye goes until the view inevitably zooms out to go "You're looking through a hole in a dude!" to the viewer.
