Actually that's not a transformer. It's... as strange as it may sound.. a heater.
When you buy industrial gasses in bulk, you get them compressed in bottles or huge tanks, often even liquid. In order to get them to a usable pressure and temperature you need to heat them while you decompress them. The heat is taken from the air. Typically ice would grow on those when they are used.
