Yes that's true. However, the player has the option to ask what Vault-tec is....how can he not know what Vault-Tec is if he reserved a place? Also they had no Information about the player...It seemed the Salesman just went trough the town reserving a place for the most promising People.

I imagine him going about to tell people they've got a space is contingency. In the event of war breaking out, it means anyone who doesn't show up from the huge waiting list can be replaced by one of the hopeful people that show up. And naturally, they'd want as many people as possible for the experiments, otherwise it's not a fair test.
