While Draco is a Dark Lord of the Sith, he's more officially known as an Executor within the Empire. In charge of major operations, he has the authority to enforce the Emperor's Will upon rebellious world. What Sidious doesn't know if that Draco is bringing the Imperial standard to another galaxy via a wormhole he keeps a secret from everyone save his forces. As every Sith does, there will likely be infighting between lords (as the Emperor really care, as those in the know see Vader and Palpatine always plotting against each other)...so if that day ever comes, Draco has a powerbase that he could use to his advantage...

While Vader has his armor/life support systems (complete with a crushgaunt build around Lord Kaan's amulet), Draco prefers to don a black version of the Admiralty's uniform with a cape. While he appears unarmed, he keeps his lightsabers hidden in his cape...a surprise that no one is wanting to find out lest they get on his bad side.
