It's just a look at what someone would be issued if they were in with Voyager's armed groups / security / anything that required more than "go away." Their tech is usually always stolen and reverse engineered from their rival Haribo, made to work better and somehow always ends up looking a bit more haphazardly put together and asymmetrical. A good comparison is here - http://www.furaffinity.net/view/13747813/ where their MAV is supposed to be better than Haribo's despite its looks.

The visor is for "SCA Assist" ( http://www.furaffinity.net/view/15684945/ ) and the pattern is something Voyager has always done, but serves no purpose. It's almost something vestigial, but goes unquestioned as they recreate it without fail. Similar to the strange white geometric shapes that are usually all over Orc equipment!
