I suck at drawing so it's usually not apparent (other than just now, I guess), but actually they're the same height, about 5'4" or 5'5"... though he used to be around 6 feet tall.
I decided to shrink him a tad around the same time I started to loosely base him off of T.M.Revolution; TMR is really, really tiny for a grown dude, like only 160cm tall.
