Digital at tablet like a Cintiq or Wacom
Art program with antialiasing and pen stabilization
Pressure sensitivity on the tablet or art program turned really low (or off)
And LOTS and LOTS of practice. :3

I've already got the tablet, but I have no idea what anti-aliasing is or how to do it. I try to hold the pen as stable as I can, but it still seems to jitter very slightly especially when drawing fine lines. As for the sensitivity, I'll have to give that a try but.... I've been practicing for a fairly good while and still get sub-standard results. Doesn't Corel Paintshop Pro have anti-aliasing? I think GiMP does too.

Don't try and draw with GIMP, it doesn't have Pen Stabilization.
Go download Paint Tool Sai or if you want something FREE get Fire Alpaca.
They both have Pen Stabilization (it's called something different in Fire Alpaca, but I forget what) which should help with your pen jitters.
