No. You need Power Armor Training, it happens in the beginning of Chapter "Picking up the Trail" You ask Gunny if you can get training in it; while in the citadel. Otherwise if you open the Pipboy it'll say "You need training to wear this armor" It includes Power Armor, Rouge Armor to it's full abilities (Which is the underlay of Power Armor - possibly what you're wearing now) Enclave Armor and Outcast Power Armor.

Ranger Armour is all I need. :O weaker, but much lighter. And the Brotherhood sucks ass. I saved their asses from a couple of Raiders, and the one left standing was like, GET OUTTA HERE OUTSIDER! And I'm like dude! I just saved your ass! And he died! *points to dead brother hood of steel member* He fucking died from a RAIDER. You guys blow. :O

You can get some really nice power armor while doing that quest for Mr. Crowly from the Underground. He wants you to kill some shmucks and take their keys, but it's the keys that are really important. If you have enough speech you can fish the location of the base they open from him, or give him all the keys and follow him to the location. He'll try to kill you as soon as you both reach the destination though. Not sure if the armours better than the enclave armour though.

I kinda want to play Fallout 1 or 2, but it looks like one of those games I just can't get into, because I can't get past the old mechanics.

The Mechanics are almost exactly the same, Action Points for movement in battle and shooting, Sneaking Skills, everything. It's just at a far 3rd person view with 1997 gameplay. Now I hate RPGs, but I love these games.

RPG's in general aren't bad. But I think most people think of J RPG's when they hear the word RPG. I think the biggest problem comes from grinding levels. I think with all of the developments in the gaming industry, we have long since outgrown the need to grind levels to have fun. In fact it's quite tedious and boring and begs the question why bother after a while.

That's one reason why I love the level cap in Fallout 3. You only go to level 20 because you only NEED to go to level 20. I'm sick of how epic some RPG's try to be, by letting you get up to level 100 with a million health points fighting a boss with ten million health points, when they could simply scale it back to numbers you can actually comprehend.
