I don't remember where it was for me where the concept of a good witch or a bad witch came from. Well, I guess it could have come from Wizard of Oz. (In the movie, Glinda asks "Are you a good witch or a bad witch?" for a reason - and there are two good Witches in Oz after all, the north and the south, and Glinda is pretty much the big force for good in the series.)
However, Kiki's delivery service was the one to show anyone who had things to think of besides what kind of fantastical adventures they were involved in.
