If you read Discworld it might fall into place. Inspirations come from Inspiration Particles. They fly through the multiverse on a course to hit their intended target. Most of them miss and hit brick walls or starlings or anything because it's damned difficult to hit a moving target from across time and space.

Thus why a mother with lush melons figures out how to topple the world's governments, while Dr. Ominous thinks about cooking.

Either that, or the other way around and Dr. Ominous is secretly really into baking and the mother is a criminal mastermind.
