Sorry to break it to you but... It was Norwegian police officers on that picture. :3

Found the article about it extremely amusing, considering even though the picture taken by the Finnish photographer was later manipulated to make the clothes look more "latexy" and sexy the original picture was still extremely tight to say the least.
