well in a sens. There's only so many times I can have Jon repeat what he says before it gets old. It is a bit of a challenge having Draghi convey his thoughts to the audience in a way they will understand. Draghi is smart enough to understand simple speech and also smart enough to mimic some words and even form some crude sentences though his tongue and vocal cords aren't designed for that sort of flexibility... thus the broken speech.
well, he can understand basic speech and can mimic a few words and form some crude sentences... though Draghi's mind works differently then ours and he perceives the world differently as well. SO even if you could understand his words perfectly his sentences might make no scence.

I still have to make the audience understand
so there's a compromise. And he does have certain things the way you'd expect them to be.... like liking food.
But misunderstandings can accour when going in to more personal topics.... like territory marking for instance ( as seen in the carwash comic ) when his own instincts dictate what the "correct" way of doing things should be.... despite it being obviously undesired by his adoptive family. That's just an example but it should get the point across where these misunderstandings can acccour.
