So i did a sketch first, started working on lights an stuff and got an idea of shading and lighting it a bit on the GTA concept art style as i like it alot. But things got pretty mixed up and the lighting isn't close to anything i had in mind but once again shitloads of layers and stuff and still unfamiliar with the features and tools on photoshop so i kinda pooped it. Pretty much a brainfart all the way. There was still stuff to do, but i got frustrated enough to stop and just add some noise and blur it a bit and ta-fucking-da.
