The picture is fairly typical of Steampunk. As for a definition of the term it is a genre of science fiction that is fairly retro. The Age of Steam it represented never actually existed but a lot of folks like to pretend it might have done so. William Gibson and Bruce Cordell, two of the fathers of Cyberpunk as a literary genre created it because they want to do some alternative history combined with what they already were used to. So among other things they described a world in which Babbage actually got his analytical engine to work as he wanted and ushered in bits of the information age about a century earlier than it actually occurred. They also included many of the works of Jules Verne and Howard George Wells into their mythology. Then it kind of snowballed as these things sometimes do. At it's heart is an aesthetic in which Victorian Age dress and some of the values are simulated with very modern type things. It's also an age where steam engines and zeppelins are literally kings of transportation. Mad scientists are everywhere and wondrous things are happening all the time. But it's also primarily a sub genre of science fiction that has caught on with a lot of folks.
Thank you, Steam Punk is a favorite genre of mine. I love cyberpunk as well but the idea of steam punk appeals to me as an alternative history that lends itself to the addition of fantasy quite well as FMA showed us. The Japanese love it as well. Last Exile was great as well. Steam Punk has a certain aesthetic to it that I rather like. One site you might want to look at is www.girlgeniusonline.com for an on-line comic that will be a good introduction to many of the ideas of the genre.
Steampunk: here's a good band that does this very well. Abney Park. This vid on YouTube shows the band, and shows a great deal of steampunk styling, and a great description of what its all about!

it's both in many ways. when you dress up as someone from the Victorian period it's a style and a fashion. Movies that are steam punk in their style include:
League of Extraordinary Gentleman
20, 000 Leagues Under the Sea (any version set in the time when Verne lived)
Island of Dr. Moreau (the novella is but since I have yet to see any version of the movie I can't comment)
Dracula
Frankenstein
Dr. Jeckyl and Mr. Hyde
From Hell (or any other movie dealing with Jack the Ripper)
Wild Wild West (westerns are in the right Era for Steam Punk and the train used is one of the genre's hallmarks)
I think you get a good idea of the world this genre of Sci-Fi is trying to simulate. Fantasy worlds based on this replicate much of this time frame and add in things that were never mentioned or intended like elves and magic. Full Metal Alchemist might also be considered part of this genre as part of Science Fantasy
