Well this whole thing was a pain in the butt, BUT site development has gotten easier over the past few years. You need a back-end API, and I went with Wordpress because it's well-supported if a bit resource intensive, and there's thousands of plugins to tweak things here and there.
I bought a theme package called X Theme, which was the only money I had to lay down. There's a lot of paid plugins and whatnot but I didn't want to shell out money for anything that wasn't as comprehensive as X.
Of course, X has its own problems, being not quite as directly customizable as they claim; you do have to know CSS in order to customize. But it IS very customizable in a lot of other ways so it was still worth it.
From there I installed some plugins to change functionality, primarily NextGEN Gallery for the image galleries, and Comic Easel for the comics. I had to go through a bunch of different plugins to find the right ones that did exactly what I wanted (Comic Easel is the only one that will let you segregate a comic feed into chapters that don't cross over with the navigation buttons)
And there's a bunch of other stuff too. I did have a specific vision going in but you know, compromise happens
