"...As for further analysis of the insurrection - I would like to draw your attention to the pict-image attached to this report.

A sight most disturbing. None of my agents were able to provide sufficient data in order to derive any consistent results, yet we are leaning towards an idea that these creatures are... were human before, as their behavior and mannerisms heavily suggest to this. A sight of a beast-like mutant is not uncommon, but usually even those with less abhorrent appearances show strong animalistic demeanor, yet these events have demonstrated their vast capabilities at planning, organizing and executing complex strategies. An intelligent mutant is clearly a disheartening idea, however what it implies is a thought most dreadful: the nobles, along with most of the government, have succumbed to corruption.
Further reports also note that these... individuals have given public speeches utilizing hive's vast network of info-screens, vox-casters and to some extent even holo-projectors. All of that makes it impossible to calculate the moral damage done to the inhabitants of hive-city -=CENSORED=-, but it becomes obvious that it must be purged, along with those who are still fighting in the Emperor's name, as it would be better to sacrifice thousands than to condemn millions.
In conclusion I would like to add, that as I write - the duo in question has apparently left the borders of hive-city -=CENSORED=-. Whether they are headed for other hives on the planet is unknown; current state of other hives is unknown and it is clear that their reports cannot be trusted. Exterminatus is advised."
