Very interesting. Apart from the tail, the style of this character is remarkably similar to 4e D&D's Dragonborn race. It's not a perfect resemblance (digitigrade vs. plantigrade, tail vs. no tail, 'spines' on head and back vs. 'rope-like scales'), but it's strong enough that I first thought this was art of a 4e character before reading the description!
