Because in the IT, Murphy Law is on full gear. As soon as you throw away the old discs, you will need them. Thus keeping them is the best way not to need them anytime. Even better, as soon as you would really need them again, it's natures sign that they actually broke down and are unuseable, something you'll only be able to see when it's too late
Naah, too expensive. Budget management demands that you have to re-use the old system, as long as the bios screen appears, the system is useable. And let the department use them who need better systems the most, like the graphics department in Jessis case. The newest models are for the executive staff only, only they will make use of this expensive equipment properly by using it for word, powerpoint and solitaire
Let me just say that years ago at a game company, I was in a similar situation. The high end graphics hardware & software were used by administrators to play the latest releases in computer games ("for research"). (Which actually did had some rationality at the time, but it sure didn't feel like it... while I was having to plan sprite design & animation on graph paper.)
And that is exactly why I was put in charge of the summer school camp newspaper for years: I was the only one to have a computer with both usb ports and floppy disk slot, so the shiny new PCs could work together with old junk (that ran Windows 98. And didn't even have Office at first. And that I personally collected from under-stair).

My supervisor has the same set-up as Jan the two monitors and nice system. At the shop, we have an older Dell running Windows XP. I feel like Jessie once in awhile at work running around for minutes trying to get something done and end up at the beginning of the current mess. It's a three way tie of my favorite females on Nine to Nine, Jessie, Amber and the lynx gal. (What is her name?)
