This is Rene Fromage and Kit Mambo from the movie Animalympics. It's dumb but I like it. Watch it here. https://www.youtube.com/watch?v=-q_msdWl7qE
Jeez! I did not expect so many responses to this!

Dumb? It's fascinating, especially the art style. The graphic design perfectly captures the transition from the psychedelic style of the 1970s to the high-tech look of the 1980s. Also impressive is how the writers were able to create literally dozens of memorable characters.
Part of the interesting backstory for this film is that NBC actually contracted Lisberger Studios to do a bunch of animated shorts to run during the 1980 Olympics, to help explain to the Leetle Wons what was going on. And then Peanut Farmer James went and boycotted the '80 Games (held in Moscow) to protest the Evil Empire's invasion of Afghanistan.
But all the Funny Animal shorts were done. NBC didn't have an Olympics to cover, so they just handed the shorts back to Lisberger and said thanks, but we're done here. So Lisberger cobbled together the shorts to make a film, with some new animation to fill in the gaps, and peddled it to these people and those. Finally Showtime picked it up and ran it in the kiddie movie blocks for years.
All the while this was going on, Lisberger and his buddies were trying to peddle a very ambitious feature film, about a guy who gets sucked into the uncharted digital world inside computers: TRON.
The original TRON himself appears briefly in Animalympics, and his overall design was what all the digital-world characters of TRON would've looked like had they gone with the full-animation approach. he even flings a couple of Identity Disks:

The TRON clip, so full of period backlighting effects, also did extensive moonlighting during this same period, in promo spots for radio stations around the country:

If you have TRON on DVD (what do you mean, you DON'T????) there should be the whole "making of TRON" documentary thing on there as well. Most-all that info about Animalympics came from that.
Here's a gallery of original TRON concept art:

I have only recently discovered Animalympics, and frankly, I probably enjoy it more as an adult than I would have done as a child! I loved Kit and Rene as characters and it was wonderful how they put their rivalry aside after days of running to fall so beautifully in love.
With Rio 2016 just about to start, I urge any furry who's not seen Animalympics to find it on YouTube (about the only place I can seem to find it) and watch it through. You won't regret it, especially when you see how Kit proposes to "break Rene's concentration"!

You're welcome. like some others in in American in current years, I did see the movie a few times on Videocassette. It was very enjoyable. I do hope that whoever has the rights to the movie nowadays would re-release it on Region 1 DVD. I don't understand why they are holding it back.
I heard about it too, it's mentioned on Wikifur.
