What truly matters is that they exist. Their existence expands upon the world whether they are written in the story, or not. :)
There are some video games that have DLC content that features characters who have absolutely no purpose at all in the story. They are just there to show how much deeper the world can be. So take joy in how you have a near limitless supply of OCs to fill the world you have. :)
