He might say something along the lines of this:
"Congratulations on ending this assignment, Commander! I am Colonel Dustin Woodfox, Chief of field operations for the Eastern Zone. Beyond the Mississippi lies Chicago. Tomorrow, our assault on the Dominion begins. For today, you have guard duty. See to it that nothing happens to the base, or to the Command Center. The Dominion has been getting closer to our position. Watch out for sneak attacks, and if conflict erupts, you have permission to take the fight to them. See you in Chicago."
