I slightly remastered her face and did some other minor tweaks to accommodate her appearance with my current quality standards. Otherwise, she represents my cobra girl "Graceful" as I've drawn her in 2013, being one of my earliest digital artworks with detailed background.

As long as you're using her for non-commercial purposes and the attribution is done appropriately (e.g. a link to where to find me and stating me as the creator& actual owner of the character somewhere in her description would be fair enough), I don't think I have any valid reason to say no to it.
If we'll go further into the details, just treat her respectfully. Don't place her into some extreme fetish situations and I'll be very likely fine with what you're doing there.

There isn't much to be changed in her when there is already very little information written down about her, correct?
Alright, that was a clumsy joke from me. An image can say much more about a character than 1000 words could. I don't see anything harmful there as so far and if you follow the points I had written down in my previous comment, I have nothing more to add there. It's fair use of my character/ artwork and I can respect the fact that you asked the permission to do it. So have fun!

Haha thank you, I do love her a lot and can you create characters for other people like commissions? I know I don't have Paypal and I can't pay you anything so I'll understand if you don't wanna take up on my request but if you do I would so love you and at the same time though I know you need money to pay off bills and etc.
I appreciate that you're trying to look things from my perspective and you asked it so kindly, but I sadly have to turn down your request in every case. I'm working on a little project of passion at the moment, which is going to steal the time I would normally dedicate towards arranging new art trades and for doing free art raffles.
