Rizen is, by nature a flirt. Does he mean what he says and does? Sometimes, but mostly it is just his way of interacting with others. He enjoys getting a rise out of people, finds it entertaining playing the playboy and while a legit offer for fun will often have his full cooperation, he rarely becomes emotionally invested and is happy to be used. He acts a little clueless and harmlessly flirty, but he is actually very manipulative and never does anything without a reason behind it. ^_-
