Arcanine isnt a legendary though, entai is however

His Pokedex description has something or made it sound like Arcanine was/is a legendary pokemon. The "3 Legendary Dogs" are also up for debate if they are still considered "Legendaries". Some people say they aren't or that they dont fall under that category anymore for some reason.

Arcanine should be a legendary in my opinion

Maybe you should design one. But then again you already have Borealis. (even though he's not legendary)

That is because the pokedex for it mentions that it is based off a 'legendary' Chinese myth and it does say legendary as a species calling it a legendary pokemon but it isnt counted among the typical legendaries due to how easy it is to acquire. And if you are wanting to call an Arcanine a legendary due to that you might as well say Rapidash is one as well due to its looks of being an unicorn even though it isnt counted as such. I have no idea what you mean by the 3 Legendary dogs are or aren't such because I haven't followed much pokemon since after that of Gold and Silver. (Though have played a few of the recent games)
