see as a fellow mobian fur I kinda felt like this game was made by a guy who wanted to give a mean spirited jab at sonic fans not by the....odd fans themselves

I think they just wanted to weird everyone out, given that they made Bubsy Visits the James Turrel Retrospective. The game's tone doesn't really strike me as mean, just surreal.
